La propuesta establece un plazo m\u00e1ximo de seis meses para que las personas designadas como encargadas o encargados de despacho ejerzan funciones en las dependencias y entidades de la administraci\u00f3n p\u00fablica estatal.<\/p>\n\n\n\n<p>Esta iniciativa, ya turnada a la Comisi\u00f3n de Estudios Constitucionales y Jur\u00eddicos del Congreso local, busca garantizar la naturaleza temporal de estas designaciones provisionales, fortalecer la certeza jur\u00eddica y evitar su prolongaci\u00f3n indefinida, que podr\u00eda convertirlas en nombramientos permanentes.<\/p>\n\n\n\n<p>En su argumentaci\u00f3n, la legisladora enfatiz\u00f3 que la indefinici\u00f3n de lo provisional debilita la gobernabilidad, genera incertidumbre en las dependencias y diluye la responsabilidad pol\u00edtica ante el Congreso y la ciudadan\u00eda. \u201cCuando lo provisional se vuelve indefinido, se afecta la institucionalidad\u201d, precis\u00f3.<\/p>\n\n\n\n<p>L\u00fchrs Cort\u00e9s aclar\u00f3 que la reforma no invade las facultades del Poder Ejecutivo para nombrar o remover funcionarios, sino que regula estrictamente la temporalidad de estos encargos para limitar la discrecionalidad. Adem\u00e1s, obliga a que los nombramientos observen el principio de paridad de g\u00e9nero.<\/p>\n\n\n\n<p>\u201cGuerrero merece instituciones s\u00f3lidas, no encargos perpetuos\u201d, concluy\u00f3 la diputada, al reafirmar que el derecho de la ciudadan\u00eda a una administraci\u00f3n p\u00fablica profesional y transparente es la prioridad de esta
